EARLY ELECTIONS IN BANOVIĆI

Sarajevo, February 13, 2014 – The BiH Central Election Commission has at today’s session passed the decision on establishing the Main center for counting at the early elections for the mayor of Banovići municipality, which will be held on Sunday, February 16, 2014. Besides the management of the Main Center for counting the BiH CEC also appointed main controller for processing, data entry and verification of election results and main controller for transport, handling and storing ballot papers and other election related materials.

At the same session the BiH Central Election Commission reacted to the statements, which appeared, especially for the last few days, in the public where some politicians said that “electoral fraud” had happened at the 2010 General Elections.

The BiH CEC finds these to be general, non-proven and not substantiated remarks with no concrete evidence. We would like to remind the public that members of the polling stations committees are representatives of political parties, and also that all political subjects can have their observers at the polling stations following the working of the polling station committees, and they can enter their observation into the Working Logbook of the polling station committee. We would also like to remind of Chapter 6 of the BiH Election Law referring to establishing the results of the elections and to the possibility to submitting a recount request. We find these to be elements of the electoral process, which enable completely transparent conduct of the elections in BIH as well as establishing the election results. If such system solutions to the electoral process do not suit political subject they can changed them through the set procedure, and the election commissions are obligated to thoroughly every legal norm related to the elections.

Hereby we would like to point out the fact that the BiH CEC had at the 2010 General Elections passed 33 decisions on appeals and complaints of the political subjects whereof 10 referred to alleged violations at the polling station, 20 referred to recount of the ballots and 3 to the election campaign period. The BIH Court confirmed all these decisions of the BiH Central Election Commission.

We would like to remind the public that the BiH CEC’s annual reports on conduct of the elections in BiH, implementation of the BiH Election Law and other laws under the BiH CEC’s competence are unanimously adopted by the BiH Parliamentary Assembly and that domestic and international election observers stated that BiH CEC enjoys trust among key stakeholders of the electoral process and that elections in BiH are conducted in accordance with the international standards for democratic elections.
