Abuse of administrative resources in electoral processes

Sarajevo, 11th April 2018 – A two-day seminar on abuse of administrative resources in electoral process is being held in Tirana organized by the Parliamentary Assembly of the Council of Europe, the Venice Commission and the Congress of Local and Regional Authorities. Seminar is organized for the members of parliament from Bosnia and Herzegovina and Albania with the participation of eminent election experts from the Council of Europe, civil society and international partner organizations.

 

Today, the second day of the seminar, Dr. Irena Hadžiabdić, president of the BiH CEC, held a presentation on “Legal mechanisms for prevention of and actions against abuse of administrative resources during electoral processes”. In her presentation of BiH case study, Dr. Hadžiabdić talked about legal mechanisms, institutions of control and implementation mechanisms in place for prevention of abuse of state resources. At the end of the presentation, dr. Hadžiabdić listed the measures that’s should be implemented, underlining that it is necessary to define abuse of public resources and to prescribe appropriate sanctions whilst establishing better mechanisms of coordination and consultation between different supervisory bodies and CSOs.

During her stay in Albania, Dr. Hadžiabdić had on behalf of the BiH CEC signed a Memorandum of Understanding with the Central Election Commission of Albania. The BiH Presidency approved signing of the Memorandum by the Decision no. 01-50-1-541-37/18 taken at 44th session of the BiH Presidency on 15th February 2018.
