CERTIFICATION OF POLITICAL PARTIES FOR PARTICIPATION IN 2014 GENERAL ELECTIONS

Sarajevo, June 11, 2014 – The BiH Central Election Commission has at its 28th session held on June 11, 2014 continued the procedure of certification of political parties for participation at the 2014 General Elections in BiH, scheduled for October 12, 2014. The procedure was continued in accordance with the provisions of the BiH Election Law and following consideration of the report on conducted checks and after expiry of the deadline for correction of shortcomings in the applications.

The BiH Central Election Commission sent notice to 15 political parties to correct shortcomings and irregularities found in submitted application for certification, whereof 12 of them completely or partly corrected the shortcomings in the application and the BiH CEC certified them to participate in the 2014 General Elections for constituencies and bodies of authority for which they meet the conditions set forth by the law.

Political parties Homeland Social Democrat -Mile Marčeta, Congress People Party for protecting rights of soldiers and citizens, justice and morale BiH and Ecological Party of Republika Srpska failed to correct shortcomings in their application and the BiH CEC rejected today their applications to participate in the 2014 General Elections in BiH noting that the political party Homeland Social Democrats -Mile Marčeta has in the meantime submitted a document by which it withdraws its application for certification.

Serb Radical Party and Party Advanced Srpska are also amongst 12 political parties that corrected shortcomings in their application and they also submitted a proposal on change in the name of political party that will be used for the election related purposes. Serb Radical Party will for the election related purposes use the name SRS – FUTURE OF SRPSKA, and Party Advanced Srpska will use name PARTY “NEW SRPSKA” - NS.

The BiH Central Election Commission today rejected as untimely the application of certain political parties in which they request certain changes in the application, noting that these are political parties whose applications for certification to participate in 2014 General Elections were certified at 27th session of the BiH CEC held on June 5, 2014.

The BiH Central Election Commission certified in total 65 political parties for constituencies and for bodies of authority for which they met conditions set forth by the law. We reiterate that all 24 applications of independent candidates were certified earlier since they met all conditions set forth by the law. The number of certified political parties and independent candidates, which is the highest number so far when it comes to the General Elections in BiH, indicate as incorrect the arguments that higher government stamps only make participation of “big” political parties in the elections possible.

The BiH Central Election Commission gave its consent to the document of the Council of Europe “Pre-electoral assistance programme for the general elections in 2014”. The programme is twofold: it focuses on the one hand on the need to further strengthen capacity of the election administration, and on the other hand it aims at enhancing voters’ participation and voters’ awareness about the elections notably by focusing on women and first time voters.
