Representatives of the Central Election Commission of Ukraine and the State Election Commission of the Republic of Croatia in a study visit to the Central Election Commission of BiH- Support to the democratic post-war elections in Ukraine

Sarajevo, 27.06.2023 - The Central Election Commission of Bosnia and Herzegovina is hosting a three-day study visit to Bosnia and Herzegovina by representatives of the Central Election Commission of Ukraine and the Ministry of Foreign Affairs of Ukraine. Representatives of the State Election Commission of the Republic of Croatia also participate in the study visit. Representatives of the Parliament of Ukraine, i.e. the Parliamentary Committee for State Power, Local Self-Government, Regional and Urban Development, will join the meetings online, so the study visit itself is organized in a hybrid format (live and online).

In the context of the armed aggression of the Russian Federation on Ukraine and its consequences, the Council of Europe is implementing an electoral cooperation project on the topic “Support for democratic post-war elections in Ukraine”. This project is part of the Action Plan of the Council of Europe for Ukraine 2023-2026 “Resilience, Recovery and Reconstruction”. Within the framework of the Project, the Council of Europe provides support to the Ukrainian authorities and civil society for the post-war elections, which will be held in accordance with European elections standards, with due assurance of the electoral rights of Ukrainian citizens inside and outside of Ukraine.

The main purpose of the study visit is a deeper study of the experience of Bosnia and Herzegovina regarding the organization and implementation of the first post-war elections in 1996, as well as the establishment of the current legal framework and practice of conducting elections, which could be useful for the elaboration of solutions to the war challenges in the electoral area with which the Ukrainian authorities face and will face.

On the third day of the visit on Thursday, June 29, 202 a trilateral meeting of representatives of the Central Election Commission of Bosnia and Herzegovina, the State Election Commission of the Republic of Croatia, and the Central Election Commission of Ukraine is scheduled to discuss various perspectives related to the organization and implementation of the first post-war elections in Ukraine, as well as possible cooperation in this matter.

On the same day, the draft text of the Memorandum of Understanding between the Central Election Commission of Bosnia and Herzegovina and the State Election Commission of the Republic of Croatia will be considered.
