Application for electronic reporting of political subjects through the “e-Elections” portal is operational

Sarajevo, 07.12.2023– The handover of the application for electronic registration of political entities through the “e-Elections” portal between the OSCE Mission to Bosnia and Herzegovina and the Central Election Commission of Bosnia and Herzegovina was held today at the Education Center of the Central Election Commission of Bosnia and Herzegovina. The handover was made official by Dr. Suad Arnautović, President of the Central Election Commission of BiH and H.E. Brian Aggeler, head of the OSCE Mission in Bosnia and Herzegovina.

According to Dr. Arnautović, the introduction of a web application for electronic registration of political subjects through the "e-Elections" portal represents a significant step forward before the 2024 local elections in Bosnia and Herzegovina. The web portal, “e-Elections”, which, in addition to other applications, also contains this application, offers political subjects a completely simple tool that saves time, eliminates doubts and errors, sets the conditions prescribed by law, and thereby speeds up, simplifies and maximally validates the input in accordance with legal regulations. This reduces the possibility of abuse, which is of great importance in the electoral process.

Ambassador Aggeler commended the work that CEC has done and continue to do to secure BiH citizens’ democratic rights and strengthen the electoral system. Ambassador underlined that the authorities should provide adequate and effective allocation of funds to ensure the functionality of the Central Election Commission as an institution, including in non-election years, as well as to cover all associated costs. The Central Election Commission should be provided with the necessary resources to develop its IT infrastructure as well as to hire sufficient qualified staff, including in its audit, legal and IT departments.

Calls for arbitrary dismissals of the CEC are unacceptable and contrary to international standards in good practices for electoral matters, said Ambassador Aggeler adding that the authorities should ensure that members of the election administration conduct their duties without fear of retribution or actions of intimidation

Dr. Arnautović thanked the OSCE Mission in Bosnia and Herzegovina for all its assistance so far concerning the activities of the Central Election Commission of Bosnia and Herzegovina and the improvement of the electoral process.
