Assurance of the Transportation of Election Material
Sarajevo, 23 September 2024 – Due to the situation arising from the annulment of the Central Election Commission of Bosnia and Herzegovina's Decision regarding the selection of the most favourable bidder in the public procurement process for the transportation of election material, and considering, among other factors, the provisions of Article 1.11 of the Election Law of BiH, which mandates that all authorities at all levels and officials in Bosnia and Herzegovina, as well as diplomatic and consular representation offices of Bosnia and Herzegovina, are obliged to assist the authorities responsible for conducting elections, the Central Election Commission of BiH has, on 5 September 2024, requested support from the Ministry of Defence of Bosnia and Herzegovina.
The Ministry of Defence of BiH has been requested to grant authorization for the use of trucks and vans belonging to the Ministry of Defence for the transportation of election material for the 2024 Local Elections. This transportation will occur from the warehouse of the Central Election Commission of BiH in Istočno Sarajevo to cities and municipalities within Bosnia and Herzegovina, and subsequently return to the warehouse of the Central Election Commission of BiH.
It should be noted that the aforementioned transportation is conducted under police escort, with the presence of officers from the Central Election Commission of BiH responsible for the handover of the material being transported. The transportation occurs from the warehouse of the Central Election Commission of BiH to the offices of the municipal/city election commissions located within the buildings of municipalities/cities, without proceeding to the polling stations.
In view of the above, the Central Election Commission of BiH has received a decision from Mr. Zukan Helez, Minister of Defence of Bosnia and Herzegovina, regarding the loan of resources from this ministry, which will be implemented and further detailed through the conclusion of a Loan Agreement.
In accordance with the Delivery Plan for election material, three delivery cycles will be carried out from 29 September to 14 October 2024.
